Actually the process began prior to v 28 and it's a process initiated by God. <br /><br />I don't believe that speculative questions like "what if Paul meant to say..." are edifying. If the Spirit meant Paul to say it, He breathed it. If not, then no.<br /><br />Moreover I personally believe it is both, not either/or as you suggested. A society that continually rejects God hates God. And in turn a society that continually rejects God is hated by God. God is angry with the wicked, every day. He hates sin. So in the process of v 18-32 we see that the causal relationship is that God gives them over to our natural default state: a depraved mind, SO THAT they do what ought not to be done. And *then* they "become filled" with wickedness. One leads to the next. Or rather, what has always been there in us is released to fully manifest itself wholesale as He removes the common grace restraint of the Spirit from that society. The symptoms and signs include a depraved mind that cannot understand spiritual truth, and people who are homosexuals, who hate, are unrighteous, wicked, deceitful. They are full of envy, commit murder, are malicious, and exhibit so many other forms of abhorrent behavior.<br /><br />In verse 30, they are also described as θεοστυγεῖς--haters of God. Except the final decision on the meaning of the word may not be in. Some Greek authorities, and reflected in the BibleHub interlinear translation, give the meaning of θεοστυγεῖς as "God-hated." That is, God hates those individuals. Now there is probably good and just reason to render it "haters-of-God"? But what if Paul actually meant to say that this society under judgment is _hated-BY-God."
